Santa Monica, Calif., will not be allowed to ban fast-landing jets, according to a federal appeals court. The city had asked the court to review a 2009 finding for Santa Monica Airport, one of the busiest general aviation airports in the U.S. The city wanted to ban some jets at the airport, but the Federal Aviation Administration said it would violate terms of a land grant for the airport.
